I don't think we have a more detailed page about this feature (which is specific to TopBraid, not the server containers). When set to true, it basically reuses any previously called SWP page with exactly the same arguments (even up to the exact order of arguments). It uses a simple LRU algorithm, i.e. after 1000 different requests it will discard the least recent used entries.

Could you paste some example URLs that you are using so that I can help you speculate about the inconsistent behavior? Maybe there are slight differences in the URLs, e.g they may include a user-specific field.
