qudt (and linkedmodel.org) work for me from the UK.

qudt.org is at 206.188.192.64

"whois" is only about the DNS registration, not how the network traffic 
gets the registered IP address by IP-routing.

If it is a DNS failure to lookup qudt.org, then that is down to the DNS you 
are using.  Try "nslookup www.qudt.org" (default DNS) then "nslookup 
www.qudt.org 8.8.8.8" - 8.8.8.8 being Google's public DNS server.

If it is a connect error, then 

qudt.org does not redirect

The DNS entry is an A record, teh actual IP address,  not a CNAME (name to 
another DNS record)
The HTTP response is 200, not 3xx.

How routing over the IP network happens, and whether it goes via 
216.69.188.102, isn't under the control of qudt. traceroute (from where I 
am in the UK) does not seem to go via 216.69.188.102.
Routing is controlled firstly by your company's network service provider, 
then by how they route the traffic to the next tier via interconnect.

If an intermediate is blacklisting some or all of your IP-range, you'll 
need to get yourself removed from the blacklist.

If it is a routing error and the path is too long, that's for the network 
service provider.

139.63.x.x is not reachable for me so i guess it is a closed subnet - there 
are machines involved in just leaving the company network.
139.221.x.x is reachable so I'd guess is open subnet.
