OK - found the problem - the graph exported has the external URI of the 
graph set, and that cannot be re-used as the baseURI of a file (or at least 
if I change this everything works as expected)

TBC doesnt tell you this until you change the URI (it works then) and then 
when you try to change back it says its already in use.. scope for some 
friendlier and more transparent behaviour here perhaps.

If I set the external URI in EDG to something that already exists in a 
project no complaint is made and it doesnt stop the file from reloading in 
TBC - so it may only be an issue for some specific interaction sequence.
