#3283: Make the new Torperf call trivsocks-client to make request and timeout

Once #3282 is done, Torperf should call trivsocks-client which makes
requests over Tor and which was previously implemented by cron. The
output should be appended to local .data files. For debugging purposes,
it's okay to use the `timeout` script first. But eventually, Torperf
should be able to timeout runs that take too long itself.
