After looking very quickly, I'd say that's a documentation bug or maybe
over-simplification. See the following sentence in the relevant tech
report (https://research.torproject.org/techreports/counting-daily-bridge-
users-2012-10-24.pdf):
''"Figure 3 shows reported directory requests, estimated fraction of
directory requests that got reported by bridges, and estimated total
directory requests in the network."''
I'd want to look more closely. But for the moment it's probably safe to
assume that the documentation is wrong, not the implementation.
