Here is the simple program, which reproduces the problem:
attachment:BwTest.cpp
Usage:
`BwTest.exe -s`
`BwTest.exe -c 10.0.1.2`
On the same configuration, where iPerf shows 400 KiB/s, this program shows
80 KiB/s.
