#4772: bridgedb doesn't read the new log severity on hup

When I change the LOGLEVEL line in bridgedb.conf and then hup it, it
doesn't care what the new LOGLEVEL is.
It looks like it does *something* on hup, so it's not just totally
ignoring it. I think.
