FWIW, my experience with my hsv3 shows that the situation here has
improved a lot!
It usually takes just 1 second to completely recover from a decay of mds
and a `We're missing descriptors for 1/2 of our primary entry guards`
situation (this happens naturally every 6-7 days or so).
