If I understood the copy discussion correctly then there was the idea to get those folks less confused that came back to Tor Browser with a clean install wondering where those icons were gone. They might resort to the onboarding and would find the NEW item and would be happy. However, that might cause too much confusion for first-time users to be worth it. Hard to say.
