 Still getting it often in `Tor 0.4.1.2-alpha-dev` on a service that is
 configured with `NumEntryGuards = 3`:

 If `NumEntryGuards` is > 1, and we have descriptors for at least 1 primary
 entry guard, shouldn't it be possible to still build circuits?
