#32782: Add google search DNS verification TXT record for ooni.torproject.org

Following https://trac.torproject.org/projects/tor/ticket/31718 we would
like to start setting up 301 redirects from ooni.torproject.org to
ooni.org, so that we can improve our SEO a bit (see:
https://github.com/ooni/ooni.org/issues/314).
In order to get the google search data for ooni.torproject.org we need to
prove ownership of the domain name via DNS.
This requires adding the following TXT record for the ooni.torproject.org
domain:
