Comment (by dgoulet): With this, and #33029, everything coming from dirauth and relays is served as in the authority ignores the write limit. So vote are _always_ served and anything coming from relays. Thus this patch only applies to client requests. If compressed, they are served but if not, we look at the write limit and send back 503. Before this, dirauth would just answer everything regardless of write limit. Is that sufficient or you still think we should prioritize.
