Aha. I think this is a regression caused way back in the day by #2203. In
the actual weight calculation, we don't count bad exits as exits. But we
forgot to add a similar exemption in the verification routine.
Luckily this verification step only results in a warn and not weight
omission, so we don't need another consensus method to fix it.
