#11177: Extract “time to reply” from the RT database

In order to show nice charts to the sponsor, it would be good if we could
extract from the RT database the time between a new message arrives on the
help desk and the time to a reply.
Ideally, this should then be broken by ranges: eg. x% under 1 hour, y% 1-2
hours, etc.
