Taking this further. Instead of having the HSDir encrypt the descriptor
with the
onion key, we let the hidden service owner encrypt the descriptor with
the onio
n address as the symmetric key before uploading it to the HSDir.
HSDir wouldn't need to concern itself with encrypting anything.
