do you have Accounting enabled in your torrc file?
Although even with AccountingMax your relay should run with its Bandwith
settings, until the Accounting Options are met.
Is your relay a middle or exit node?

a little bit ? Are we talking about weeks, months ? Im working with
the new settings nearly 3 weeks right now an nothing seems to be
changing at all ...
