It might help circuit start-up latency a little, but other crypto still
isn't parallelized, so it won't help a ton.  I'd like to have that happen
in 0.2.4, but there are a lot of other features I want for 0.2.4 too, so
we'll have to see whether it gets done in time.  (The feature I want MOST
for 0.2.4 is "comes out on schedule.")
