I did say "almost all relays" later in my email, but I didn't explain the 
details - sorry!

AccountingMax disables directory mirroring:
* if the relay thinks it's likely to be exceeded, or doesn't know (the first 
period); and
* if the AccountingRule is not "in".

Relays with very low bandwidth also disable directory mirroring.
