The ticket says the graphs will be removed once most relays stop reporting 4-hourly data, and start reporting daily data. I expect this will happen around the 0.3.2 stable release. This will make them consistent with the consensus weights, which are also partly based on daily data (and partly based on data that is recalculated hourly, from a dataset that is updated every day or so).
