Yes, I have experienced the same thing; my throughput is slower as well. I also had an internet outage of about 10 hours 03/11, and got a new ip address, so this relay is not a good example, perhaps. My thought was to leave things for another 2 weeks, and if I still have this lower throughput, then I will up the RelayBandwidthRate and RelayBandwidthBurst settings, which has been my very rough way to attract more or fewer connexions.
