It looks to me like your computer doesn't have an internet connection anymore. The "My browser also does not surf" is a good hint. Maybe when the power outage happened, some of your computers broke. Perhaps the router now has some problems, or perhaps the ethernet cable coming out of this computer is busted, or perhaps the ethernet card inside the computer is now busted. Many things can happen as a result of power surges, which often come with power outages.
