Onionoo
 - Moved discussion of tweaking fields parameter forward without
agreeing on a solution though (#17939).
 - Merged and deployed Onionoo version 3.1 which implements #16907
(stop returning a 500 Internal Server Error when the hourly updater
has not run for 6+ hours) and #18026 (remove deprecated and optional
"family" field from details documents).

CollecTor
 - Reduced disk space requirements by tweaking the script that
generates descriptor tarballs.
 - Fixed a minor bug where we didn't check the identity25519 crypto
block length before accessing it.

metrics-lib
 - Ran performance comparison of metrics-lib, Stem, and Zoossh with
results being put on the Stem page by Damian.

Metrics Team
 - Held two team meetings.
 - Wrote three proposals for students working on Metrics-related projects.
 - Helped write a funding proposal that includes Metrics-related projects.

Globe
 - Deployed new version that stops using Onionoo's "family" field.

little-t-tor
 - Started writing code for "dirreq-v3-transport" and "dirreq-v3-ip"
lines to track the number of consensus downloads of each pluggable
transport and by IP version (#8786).
 - Started writing code that removes data structures containing unique
IP address sets (#15469).
