Wouldn't it be more accurate to say it's takes non-deterministic latency and non-deterministic signalling to fix anonymity? Since if either are deterministic by analysis of the application then said anonymity is provably breakable by signals intelligence. So TCP isn't enough, neither is padding or latency tricks. Neither is it enough to have one or the other. Sounds like a challenging question to me.
