The ISS doesn't fly that high - having a link directly down would
means a few millisecond ping time. But they have to link via (other)
satellites because you'd need an awful lot of ground stations to be
able to continuously connect directly to those. And depending on the
relay satellite height that adds quite some delay.

Also the ping times over a day probably look quite interesting.
