I would not do this in the United States. I know at least that in the US, making the blocked-list public (don't have to hash it) is perfectly fine. As this is a public list I'm not going to say much more about this issue. If you want to hear about the recommended policy for U.S. compliance (no idea how to operate cleanly Europe---US is hard enough), email me directly.
