In former releases, we had a change log which was composed manually, e.g.
http://db.apache.org/torque/changes-report.html

There is also the possibility to let jira create a change log. It looks
like this :

https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=12310280&version=12312102

Would you rather have a manually generated change log or point towards the
jira change log ?

advantages of the manual change log
- one can exclude unimportant issues from the change log

advantages of the jira change log
- less work
- less error-prone

Personally I'd go for the jira change log. What do you think ?
