Sorry for your inconvenience, you hit an archive. Torque switched its
issue tracker recently (after the 3.2 release), which explains the wrong
link.
How did you find that URL ? Every "official" page should point to
http://db.apache.org/torque.

I spend 30mins following the link, get to a system that has no
information, no way of getting information, no publicly available
issues. Refuse to believe this is in fact so. Click onwards, onwards.
Repeat. Anger. Google randomly. Shout at idiocy of developers of system.
Curse repeatedly. Eventually wander round, accidentally blunder onto
different torque page, pointing at alternative system. Discover there
seems to be many different versions of documentation pages on site, each
with slightly different information. Furious anger. Mailing list discovered.
Suggestion 1: Remove all out of date, incorrect information from
http://db.apache.org.
Suggestion 2: Move out of date information to an /archive/ style URL,
with 302 redirects if you really must keep the URLs live.
