  I have encountered the issue again and this time I know how to reproduce it.

It happens after a merge is done in a repository with non-ASCII file names. The 
test repo bundle and a screen shot are attached. Try to merge the branches. It 
does not matter how the conflicts are resolved. Then try to commit.
