  In DVCS parlance, this is called a //Narrow Clone//.

Mercurial doesn't support narrow clones.  The direction Mercurial is going is 
to allow you to split repositories into multiple parts and to tie them together 
via sub-repositories.  The individual sub-repositories could then be developed 
separately.

TortoiseHg will generally support Mercurial features as they are added.  
Subrepos was introduced just a couple of weeks before 0.8 was released.  We 
hope to have support for it in 0.9, assuming it doesn't change radically before 
the next release (it has been tagged experimental).

If Mercurial does add support for narrow clones in the future, we'll certainly 
make it available.
