  The only solution I know is to use cygwin with local ssh server and PuTTY, 
but the current stable version of cygwin ALSO does not support unicode 
characters correctly. I've never heard about any of alternative to the command 
prompt (or power shell) of Microsoft Windows.

Is implementing separated source/terminal encoding options too difficult..?
