I would have pushed this to stable, but Steve seems to
have pushed it to default without further notice:

So this marks now a significant (needless, IMHO) fork
from the stable branch -- concerning installer.

Specifically, some bugs that are fixed by this change
are unlikely to appear fixed in a release of TortoseHg
until Nov 1st (unless Steve wants to backport and test
them to/on the stable branch).

That is, 0.8.2 still will have them and nobody will
benefit from the non-admin hg and hgtk install in the
mean time.
