I'm rearranging the i18n files to fit better with Launchpad automatic import
of .po files.

po files are moved/renamed from i18n/tortoisehg-XXX.po to
i18n/tortoisehg/XXX.po

I have updated the setup.py file to use the new file names, but I'm not sure
if the thg-winbuild repo should also be updated somehow.

I have not tried to build an installer from this, so there may be errors
lurking.
