There is already some basic support for the qup extension:

http://mercurial.selenic.com/wiki/QupExtension

Qup could be used as a backend to do the actual changing of .hg/series.

Of course, it would be even better if the command were implemented inside mq 
itself. Does anybody know if someone has already proposed that?
