This adds an explorer extension config entry to optionally hide the context menu on unversioned folders (see https://bitbucket.org/tortoisehg/stable/issue/1698 ).
Testing is very welcome; unfortunately I couldn't set up a proper thg build environment, so I'm not sure if the config dialog is working properly.
