It may be me that is wrong, but this is my understanding: HKLM is common to
all users on a machine. If more than one user is logged in, I will have to
wait for reboot to free all locks on the DLL, since every user has his own
instance of explorer.
But maybe this could be partly solved by a program that stops explorer,
tries to update the DLL, and finally restarts explorer. This might work when
there is only one user on the system. If it fails, it could then ask the
user to reboot.
