I forgot to mention that I'm using TortoiseHg 0.6.

I just did another search and found some discussion of what I assume is
the same issue on the developer's list. I assume this is (open) issue
#1944601. A comment from fmoo in the issue tracker suggests reinstalling
  pywin32. FWIW, this doesn't make a difference in my case.
