Microsoft now ships the fully optimizing C++ compliers (64 and 32 bit), linker and nmake with the Windows SDK for Windows 7, which is gratis for everyone to download from Microsoft. We recently switched to using that. Visual C++ is no longer needed at all, not even the Express edition. We have made quite some progress as well. For example, we had a longer standing bug on Vista and Windows 7 regarding drawing icons in context menus, which I didn't care much about, since I am not interested in drawing icons in context menus (I would have removed them). But this has now been fixed by others by using the new Vista specific custom menu drawing API. It seems to work fine (as I've seen on Vista 64 bit, I have no access to final Windows 7 here).
