The problem was that the installing user didn't uninstall a preinstalled 0.9.3 (or older), ignoring the message box displayed by the msi installer requesting the user to do so. See http://bitbucket.org/tortoisehg/thg-winbuild/issue/5 for the details. Not a bug of TortoiseHg.
