This is likely to happen soon, along with the goto toolbar button.
This didn't happen before now because there was a third toolbar button
here that had impossible update semantics.

When they're not filtered, you see the entire graph but changesets
that did not match the filter are disabled. Some might find it useful
to see context for the revisions that matched.

Not necessarily. Tweaking layouts for usability is certainly on the table.
