This was added between 2.0.2 and 2.0.3; it should show a busy progress bar during the commit and a stop button was added. Generally, TortoiseHg shows a progress bar when Mercurial itself emits progress events. Commit does not emit any progress events so we have to artificially throw up a busy bar while it's running.
