Personally, I'm still using TortoiseHg 1.1 to reorder patches. That's the
only reason I still have v1.1 installed.
I agree that the patch reordering feature in v2.x is hardly usable,
especially from the a standalone dialog, which was the only option in v2.0.
You cannot observe the whole patch from there. That's why I suggest to
either remove a standalone dialog for reordering, or add a patch preview
there, or do something else (what?).

supposed to be there? I guess the standalone reordering was supposed to be
more maintainable from the developer's point of view. Looks like there is
more than one target to patch.
Anyway, there should be a rather clear description about how MQ UI is
expected to work. Then someone could get an idea and actually implement
this.
As a first step, I've documented the keyboard shortcuts from the thg 1.1 at
Issue 777 <https://bitbucket.org/tortoisehg/thg/issue/777>. I think it is
absolutely necessary to care about the keyboard navigation here, there, and
everywhere.
