Wouldn't it be preferable to use the code from the most recent stable version (available as a tarball from http://sourceforge.net/projects/kdiff3/files/kdiff3/0.9.98/)?
In the readme file at http://kdiff3.sourceforge.net/README-Qt4, I don't see any KDE dependencies listed as being necessary to build KDiff3 on Windows, although that is for an old version (0.9.90). Perhaps the developer of KDiff3 should be contacted to see if this changed?
