OK, now I think I understand. It seems to me that the KDiff3 binary 
packaged with TortoiseHg both is and isn't customized. It isn't, like 
Steve said, in the sense that no changes are made to the program itself, 
but it is customized in the sense that it's built differently. Since it 
takes a lot of work to build, and there's no urgent reason to update it, 
I understand why the developers have chosen not to do so.
