Don't know why yet, but it should be fairly easy to figure out now that I can reproduce the issue. I am using TortoiseSVN 1.14.5 (Build 29465 - 64 Bit , 2022/09/24 08:31:31). Has it been changed after that version was released? The code was added long time ago, merging all revisions should work.
