This is a very good point - I was actually going over this in my head before you posted it. ~5 years of me in a position of some (read more than a classroom teacher but less than an AP = very little) influence/authority in a school could not get anyone to budge on almost any tech matter. However, when students with the "right" parents passed around a petition to get a CS course - *BAM* -the school had a CS program the next year. Sure, I can see it as analogous to dual language programs - when the "right" parents want something - it gets done and there's a waiting list.
