This is useful for tweakers or for those who just want to see a list of what keyboard shortcuts are available (*discoverability*) [1]. Also, as we get more and more custom lenses, it's nearly unavoidable that multiple third-party lenses will try to use the same shortcut; the user should be able to manually fix that if desired. [1] Yes, there's the keyboard shortcut overlay but there won't be enough room for all shortcuts to be listed. Also, currently the overlay doesn't do high contrast so the System Settings view would be better for those who need high contrast.
