Upstream has repeatedly stated that they don't support building static libraries, and --enable-static is explicitly switched off ("configure: error: --enable-static is not supported by systemd"). If you have a proper use case for that, you are welcome to discuss that http://lists.freedesktop.org/mailman/listinfo/systemd-devel . But this is quite some work, and please understand that I won't work on that myself -- we have no use case for that in Ubuntu (or Debian) and want to discourage static linking.
I'm happy to do the packaging bits if/once systemd supports static libraries, then we can reopen this downstream bug.
