You have been subscribed to a public bug: After logout, switching to another login screen or shutting down the monitor brightness is set to its lowest level, making it rather hard to read in bright environments. Pressing a brightness key once (up or down does not matter) sets the monitor brightness to its highest level. Therefore it seems, that a vt switch leaves the brightness level at a undefined state and after triggering a manual change, it switches to some default setting.
