Will be closing this bug since the desired solution won't match the bug
issue. This bug relates to the entire update of the scope toolkit that
will be publishing shortly.

  [theme] [design] no option to change home screen wallpaper

Bug description:
  There is no option to change the background image on the
  homescreen/scopes on ubuntu touch, however you can change the
  lockscreen wallpaper. If you want Ubuntu touch to be sucessful this
  needs to be fixed. Users want to customise their devices. This feature
  used to be there and now its been removed. Fix it!

  Desired resolution:

  This is part of a bigger redesign project (Scopes toolkit) and it
  can't be fixed as a single bug. The description and specs will be
  updated as soon as they are available. With the current UI if we allow
  for background to be customisable we will not be able to guarantee
  text visibility.
