I'm responsible for several Machines with Ubuntu 14.04. The Users do not have 
the permission to shutdown/reboot if other users are logged in (ssh sessions 
included).
I'm using policys for 
org.freedesktop.login1.reboot-multiple-sessions;org.freedesktop.login1.power-off-multiple-sessions;org.freedesktop.login1.suspend-multiple-sessions;org.freedesktop.login1.hibernate-multiple-sessions

This is working fine, but the users get no notification about the situation:
1) If the user is logged in, he can click on shutdown but he gets just the 
option to log out. This is nice, but not perfect, a message about the reason 
would be good.
2) If the user is not logged in, he can click on shutdown but he gets no 
options. Just a small window with "Are you sure you want to shut down the 
computer?". There are no buttons and it's looking like a bug.

The 2nd case is really bad for me. Typical situation: one user is
working remote on the computer, then a windows user comes into the
laboratory. The computer seems on but free and the windows user wants to
reboot to boot windows. Some windows users find a hard way to reboot!
